There is a 47 percent increase in the number of hospitals in Yemen, from 121 in 2000 to 178 in 2005. This indicates a large increasing demand for healthcare services in the country particularly in urban centers and the largest cities of Sana’a, Aden, and Taiz. The quality of hospitals has seen a substantial transformation. Specialized, fully equipped, and purpose built hospitals are competing amongst each other. Main areas of competition include prices charged for health checkups, surgeries, and other medical procedures.
However, the public health sector suffers from serious drawbacks with regards to healthcare services provided. This includes quality, availability, accessibility, and sustainability. Total expenditures on health care in 2006 constituted 4.6 percent of GDP. In that same year, the per capita expenditure for health care was very low, as compared with other Middle Eastern countries–US$19 according to the World Health Organization. According to the World Bank, the number of doctors in Yemen rose by an average of more than 7 percent between 1995 and 2000, but as of 2004 there were still only three doctors per 10,000 persons. In 2006 Yemen had only 0.7 hospital beds available per 1,000 persons. The Health budget since 2002 has ranged from 4-5.3 percent from the government budget, which is barely enough to finance the running operations of government-owned facilities.
Consequently, the third national plan for development and poverty reduction (2006 – 2010) relies on the role of the private sector in the development of the healthcare services industry. The plan includes components relating to improving healthcare, ranging from basic health services and reproductive health to medical insurance. Partnership with the private sector is at the core of the development of the healthcare industry.
