In Singapore healthcare is provided for by both the public and private sector. The government provides up to 80% of all hospital care and 20% of primary care. The public health services are subsidized through general taxation of the public. When Singaporeans check in to hospitals to stay in they are given a choice of ward to stay in. They may choose to stay in a one bed per room ward or two beds per room ward, all the way up to an eight bed per room ward. This works by the government handing out no subsides for those who elect to stay in a one bed per room ward and the government handing out maximum subsides for those who elect to stay in an eight room ward.
The public sector of the healthcare system is designed to help lower income earners are able to pay for and afford the best healthcare available to them. In addition to this it is also to set a standard of care which private healthcare providers must beat or level to justify charging more than the public sector. Charges of the public sector health services are regulated by the Government. In the private hospitals and outpatient clinics, patients pay the amount charged by the hospitals and doctors on a fee-for-service basis.
